Price is the easiest thing to compare on a pallet of wood pellets. It is printed on the bag, it slots neatly into a purchase order, and it is the first number any buyer sees. Quality, risk and long-term value are harder to judge, and that is precisely why they are so often overlooked.
The Italian market shows this clearly. Italy consumes more than 3 million tonnes of wood pellets a year, almost all of it sold in 15-kilogram bags for domestic stoves and small boilers, which makes it one of the largest and most concentrated residential pellet markets in the world (AIEL, 2025).
Yet domestic production covers only around 15 per cent of that demand, leaving the country reliant on more than 2.5 million tonnes of imports a year from Austria, Germany, the Baltic States and, increasingly, further afield (AIEL, 2025). In a market that imports most of what it burns, what arrives on the pallet varies enormously, even when the label looks identical.
Prices have moved sharply too. In January 2026 the national average consumer price for a 15-kilogram bag of ENplus A1 pellet reached 6.90 euro including VAT, roughly 27 per cent higher than a year earlier (AIEL, January 2026). When costs rise this fast, the temptation to go for the lowest invoice price is strong. The point is not that price is unimportant, but that on its own it is an incomplete measure of value, and it is in that gap that retailers and distributors lose money without realising it.
Why price per bag is only the starting point
A bag of pellets has a purchase price and a real cost, and the two rarely coincide. The real cost depends on how much usable heat the fuel delivers per kilogram, how often the appliance needs cleaning, how many bags arrive torn or unsaleable, how many customers come back to complain, and whether the supplier can deliver in January, when demand rises sharply and a stock-out sends shoppers to a competitor.
A pellet that saves a few cents per bag at wholesale becomes a net loss if part of the pallet tears in handling, if dust drives up returns, or if a supply gap costs a retailer its peak-season sales. None of these costs appear on the price tag, but all of them reach the profit and loss account. The real competition for a buyer is not pellets versus gas; it is one supplier’s overall reliability against another’s.
The technical values that matter
Residential pellet quality in Europe is defined by the ENplus A1 standard, built on ST 1001:2022 and aligned with the international ISO 17225-2 specification. ENplus A1 sets minimum thresholds. It does not guarantee that two compliant pellets will perform the same, and the difference between a pellet that just clears the limit and one that clears it by a wide margin is exactly what an attentive buyer is paying for.
Moisture. Moisture content measures how much water the pellet carries. Water does not burn: it has to be driven off before the wood fibres ignite, so every percentage point of moisture is energy spent drying the fuel instead of heating the room. ENplus A1 caps moisture at 10.0 per cent on an as-received basis (ENplus ST 1001:2022).
Two bags can both stay under that limit and still behave differently: a well-dried pellet at around 5 per cent moisture delivers more usable heat than one hovering around 9.9 per cent, even though both are sold as A1. Here storage matters as much as production, because a damaged or damp bag lets moisture back in.
Ash. Ash is the incombustible mineral residue left after burning. Less ash generally means less frequent cleaning: ENplus A1 limits ash to 0.70 per cent on a dry basis, while the lower A2 class allows up to 1.2 per cent. Over a winter burning 5 tonnes of fuel, that is roughly 35 kilograms of ash for A1 against around 60 kilograms for A2 (ENplus ST 1001:2022).
But quantity is not enough on its own. The chemistry of the ash, in particular its alkali metal and silica content, determines whether it stays a soft powder or fuses into hard deposits. Low ash alone does not guarantee clean combustion.
Net calorific value. Calorific value is the energy content of the fuel, and it should always be compared per kilogram. Two figures are quoted in the trade: gross calorific value, which assumes the heat in the vaporised water is recovered, and net calorific value, which deducts the energy lost to that same moisture.
For a domestic stove, only net calorific value reflects the heat that actually reaches the room, and it is the figure ENplus A1 sets at a minimum of 4.6 kWh/kg (ENplus ST 1001:2022). Because moisture and usable heat move in opposite directions (the standard coniferous formula is NCV = 19.2 − 0.2164 × moisture %, in GJ/tonne; COFORD), a wetter pellet always delivers less. It is worth being wary of suppliers who quote the higher, gross figure to appear more competitive.
Mechanical durability and fines. Durability measures how well a pellet survives handling. ENplus A1 requires at least 98.0 per cent durability and limits fines, the dust below 3.15 mm, to no more than 0.5 per cent at bagging (ENplus ST 1001:2022). Robust pellets reach the shelf intact. Weak ones shed dust with every drop, vibration and forklift movement along the way.
That dust settles in the bag and in the stove hopper, where it can choke the airflow in the burn pot and jam the feed augers, turning into warranty calls and refund requests. On the shelf, a pellet that leaks sawdust also makes the product look cheap and forces constant cleaning.
Certification is essential, but it must be verified
ENplus is far more than a laboratory result. It is a chain-of-custody scheme covering raw material, production, bagging and delivery, backed by external audits. That makes it valuable, and valuable marks get copied.
The logo alone proves nothing. An ENplus claim only carries weight when it is accompanied by a valid, active identification number, for example IT 376 or PL 068, tied to a specific producer or trader and verifiable in the official ENplus database and blacklist. Enforcement in Italy shows why. In March 2026 the Guardia di Finanza intercepted more than 250 tonnes of degraded, expired pellet imported from Turkey, carrying counterfeit ENplus A1 marks and with no traceability to a legitimate importer (Guardia di Finanza, March 2026).
It was not an isolated case: in May 2025 more than 400 tonnes were seized in the Verona area for false labelling and illicit use of the ENplus mark, and in June 2025 in Trieste 46 tonnes with fraudulent identifiers were seized (Guardia di Finanza and European Pellet Council, 2025). Selling such a product can amount to commercial fraud under Italian law, exposing the retailer to seizure, loss of the goods and reputational damage, regardless of good faith.
One further distinction is important. Pellet-quality certification (ENplus) and forest-management certification (FSC or PEFC) answer different questions. FSC and PEFC confirm that the timber came from responsibly managed forests, but they say nothing about the moisture, ash, calorific value or durability of the finished pellet. Neither type of certification replaces the other, and a forest-management logo is not an indicator of how the fuel will perform.
Packaging and logistics are part of quality
A pellet can leave the factory in perfect condition and still arrive degraded. Biomass is hygroscopic: it absorbs moisture from the air. Torn bags, micro-perforations stressed by rough handling, prolonged UV exposure, weak wrapping, unstable pallets and outdoor storage all let moisture in. When that happens, the compressed fibres swell, lose their structure and can break down into sawdust, by then unusable.
For a retailer this is a very concrete problem. A pallet ruined by moisture ingress means margin lost outright. Bags that leak dust devalue the display and the products around them. Pallets that lean or collapse push up handling costs and create safety risks in the warehouse. The sequence is straightforward: poor packaging leads to unsaleable stock, retailer losses, complaints, returns and, eventually, brand damage. Packaging integrity and pallet stability are quality attributes, not minor details.
Is the pellet always to blame for poor combustion?
When the stove glass blackens or the burn pot fills with a hard, glassy mass known as clinker, the pellet is blamed first, because it is the only thing the user added. Sometimes that is fair. High ash with the wrong chemistry, where alkali metals and silica lower the melting point of the residue, can fuse into clinker that blocks the airflow, and ENplus A1 addresses this by requiring an ash deformation temperature of at least 1200 °C (ISO 17225-2). Excess moisture and excess fines can also worsen combustion.
But these symptoms are not always the fuel’s fault. A reduced chimney draught, a blocked air intake, a failing extractor fan, an uncleaned flue or a missed annual service can produce the same black glass and poor combustion, with symptoms identical to those of a low-quality pellet.
Combustion problems usually have more than one possible cause, so when a stove misbehaves it is best to call a qualified technician rather than improvise. Adjusting the air-to-fuel ratio or the draught settings is specialist work, and tampering with them carries real risks of carbon monoxide poisoning and fire.
Conclusion
Price still belongs in the decision. It is real, it is rising, and no buyer can ignore it. The point is that price is one factor among several. Verified technical performance, an authentic and checkable certification, resilient packaging, correct storage, a consistent product and a supplier who can deliver throughout the winter all shape the real cost of a pellet and the experience of the person who burns it. The cheapest bag and the best value sometimes coincide. Often they do not, and the difference is only visible to a buyer who looks beyond the price printed on the bag.

- Is the ENplus identification number valid? Verify the specific code (for example IT 376) in the official ENplus database and blacklist, not just the logo on the bag.
- Are current test reports available? Ask for recent, dated laboratory results, not a generic specification sheet.
- What are the moisture and ash values? Ask for the actual figures, and remember that headroom below the limit signals quality, not just compliance.
- What is the mechanical durability? Look for values comfortably above the 98.0 per cent minimum, not just clearing it.
- How much visible dust is present? Inspect the corners and bottom of sample bags for fines.
- Is the packaging suitable for retail handling? Check bag strength, seams, pallet stability and the quality of the wrapping.
- How is the pellet stored before it reaches you? Ask about indoor storage, moisture protection and UV exposure along the chain.
- Can the supplier guarantee availability? Confirm warehousing and replenishment capacity for winter peaks, not just a summer ex-works price.
- Are the environmental and quality claims specific? Prefer measurable, documented statements over vague labels, and keep ENplus distinct from FSC or PEFC.
- What technical and commercial support is provided? Establish what documentation, training and after-sales support the supplier offers.
